Will the d20/habit/scapular/d6 abuse be fixed in Rebirth?

well the habit changed in v1.5 and will stay that way in rebirth.. but you can still abuse some items and they will stay abusable mostly due to the fact that the chances of getting them will be so rare with 150+ new items added to the mix.
